    Nevada 03 and COE question

    I have a C&R at my Las Vegas residence, but am still a California resident. If I get a COE, can I avoid the 10 day wait for C&R guns?

      Thanks. I like the NV 03 location. I'm a seasonal NV resident tv with Cal ID at my Ca residence

        There are some location restrictions, so you would have to check on the CA PC regarding that, ALL of it, which is a pain. For example, CA PC 27565 states that the location for the collector must be in CA, which is just an example.

        So the question comes as to why not just get a C&R FFL for your CA address, then there isn't a problem?

          Easier and cleaner to have your C&R FFL changed to your CA address.

          Note that any C&R firearm you acquire via your NV C&R FFL can not be legally brought into CA, unless it is shipped to a CA FFL dealer, who will then transfer it to you. [PC 27585(a)] Failure to utilize a CA FFL dealer equates to a misdemeaner per long gun and a felony per handgun.
          ^The C&R exemption for CA residents importing C&R firearms into CA only applies if the C&R FFL is located in CA. [PC 27585(b)(1) and 27565(a)(2)]

          Also note, that per BATFE and NV DPS, a NV Seasonal Resident ID is not valid for establishing NV residency for the purpose of legally acquiring firearms in NV.
          In addition, when NV universal background checks laws goes into effect on 01-02-2020, a C&R FFL is not exempt from the mandatory background check and transfer through a NV FFL dealer. Which means it will no longer be NV legal for a NV C&R FFL to have C&R firearms shipped directly to them (the C&R firearms will need to be shipped to a NV FFL dealer, who will then transfer them to the C&R FFL.) Failure to utilize a NV FFL dealer is a NV category C felony.

          AFAIK...

          PC 27670, C&R FFL + COE exempt from 10 day wait for C&R firearms, is for CA residents.

          PC 27715, out-of-state FFL exempt from 10 day wait and 1 in 30 day wait for handguns, is for non-residents of CA.

          So, if you present your NV C&R FFL, the CA FFL dealer will try and process you via PC 27715, which requires you to also have a valid NV DL/ID (NV Seasonal Resident ID is not acceptable).
