    CFARS FSC Exempt

    I had a customer contact me to advise that CFARS, specifically the Report of Intra-Familial Firearm Transaction section, did not allow the FSC exemption code in the FSC section. It also would not accept all zeros.

    I had him try all ones the add "X25 - Military - Honorably Retired" in the comments. It went through, so we'll see what happens.

    Have any of you personally reported through CFARS for this or OPLAW? If you were FSC exempt, what did you do?

    I registered 3 handguns through cfars and no fsc was required.

      That's unusual. I logged in myself to mimic the transaction and the asterisk next to FSC appeared once you enter the firearms information. Leaving it blank or entering anything outside of the criteria created an error to submit.

      What transaction type did you use?

        Volreg 80% received approval letters couple days ago.

          That's a different transaction type. Volreg doesn't have the asterisk next to the FSC section. I just checked OPLAW and it also doesn't require the FSC.

          It seems this only affects the Intra-Familial Transaction. See the attached screenshot.

              Click on the "Form Instructions" (something like that) banner at the top of the application. It describes the process there. I think you have to put 999999 in that field and upload a copy of whatever document that shows your exemption.

                You're right. I see that.

                HSC/FSC
                If using a HSC or FSC exemption listed in Penal Code 31700, enter 999999 in the HSC or FSC Number field. Include a comment stating what exemption you are using and upload documentation to support your exemption status (i.e. copy of CCW card, Military ID card, etc.)




                Oddly, the method that I advised the customer to do using all "1" worked. No upload of document was needed apparently.

                He received the confirmation letter today.
