    Unanswered Ammo questions

    So I still am waiting for info from DOJ, but I thought I would see if anyone has received and answer yet.
    1) Out of state visitors are unable to purchase ammo? (DES requires CA ID CA DL or Mil ID)
    2)If a persons address is not correct on their ID but is correct in AFS are we required to retain a copy of a proof of address? If so is it the federal standard or state standard proof of address?

    Feel free to post any other pending questions and hopefully we can update with some answers.

    We are a pawn shop and have customers that take collateral loans against bulk amounts of ammunition as well as firearms. Firearms have been required to have a DROS submitted when returning to the owner but what about ammo?

      30 minutes on hold I got some answers from DES.
      1)We have to take a copy of their "proof of residency" if their address is not correct on their ID.
      2) Out of state purchasers are SOL so they will need to bring their ammo with them.
      I am sure we will come up with more questions as we do more.

        AFAIK...

        Unless they have a valid COE, out-of-state buyers are suppose to be processed as a "Basic Ammunition Eligibility Check". [11 CCR 4043]

          I was specifically told that since they will not have a CA Id CA DL or Mil ID we can't do the check. My guess is that the state can't access NICS for out of state people.

            I emailed DOJ as I have a PO box on my license.... DMV has my physical address on file... I get an official printout from the DMV to buy firearms...

            I don't know what I need to do as my Papers don't have the physical address- Real ID and Registration are just the PO Box

              Your real ID can't have a PO Box on it. But if you have an ID with a PO Box on it but your address is correct in the AFS you will need to provide a proof of address just like when you buy a firearm. We are supposed to make a copy of it and put it with the DROS. By the way bothe your car registration and DL technically should not have a PO box on them. Even though the DMV is doing it for people. There is a mailing address spot on both your car registration and drivers license application. Even if you do not have a street address. I have seen DL's with mile marker 29 Hwy 7. Because their house had no physical address.

                I got a Real ID with a PO Box today, for ammo.

                CA never cared about nomatch on guns, and haven't told us to collect "second proof of identity" like the feds, so...

                  There is no exemptions for ammo for LEO. You need to unblock your ID or no ammo for you. It sucks but its the law.

                    Used search but couldn't find answer to this specific question. Since CA DOJ has now said having FFL03 and COE will NOT allow you to have ammo shipped to yourself from out of state, is there a list of vendors/gun shops in the Sacramento/Elk Grove area that are known to accept ammo shipments for individuals?

                      It would take a vote by the legislature to change this law. I have seen a few LEO get denied because they have their ID's blocked for security. Which basically means, DOJ and match you up if they can't see whats on it.

                        Where did you see this because as far as I know FFL03/COE holders are still exempt. Vendors have confirmed this with DOJ and are continuing to ship directly from out of state.

                        Stop calling them Lawmakers. It only encourages them.

                          Funny if I can legally carry concealed in all 50 states under LEOSA and still buy guns w/my DL using supplementary documentation to verify my address but not buy ammo in the state as well. If other LEOs have such problems, you can be sure DOJ and the legislature will be hearing about it from our unions and lobbyists.
                          I have a novel idea, why don't you get those same asshats to do the same for the citizens of this state?

                          They're the ones who never opposed gun restrictions.

                            As of January 1, 2018 the FFL03/COE combo did allow you to purchase ammo on line and have it delivered to your house.

                            On the website shown below, there is information that indicates that has changed. LAX Ammunition contacted DOJ on 6/18/19 to get clarification on a document dated 4/18/19 and were told by DOJ that FFL03/COE folks are no longer exempt and can not order online and have ammo shipped to their house.

                            I hope this is incorrect but seems to be the current state of affairs.

                              Wouldn't that be considered importing ammo? Or is that legal as long as you are not a California resident?
