ok just spoke with my actual DOJ rep not there customer service line. the person who conducts my audit.

she said that MP cannot buy any off roster hand gun UNLESS! a law letter was given by their superior. she stated that they typically get there off roster weapons from there issuer ( military ) and that is the reason they cannot just go out and buy off roster

She's referring to duty use vs personal acquisition. Local LE get's their off-list duty weapons from their departments (who also have FFL's) also, but the individual officers can acquire for personal ownership on their own.

The reason why MP's can't acquire is because the Army has not issued them LE credentials like the AF, Navy, and Coasties do for their FLEO's.
