I recently purchased and received a complete lower from out of state. I was wondering how that is registered as a rifle or "other" when I do paperwork? If it is listed as "other" can I then legally make it into an AR pistol?

There is no ‘other’ option on a CA DROS. The ‘other’ on form 4473 doesn’t matter here. Your lower will be DROSd as a rifle, and no you cannot make a handgun from it. -
How exactly did you "receive" said lower? Like you bought one outside the state and just walked back to CA with it?

The CA DROS doesn't taint the firearm in terms of Federal law regarding whether it is originally a long gun or not, so the issue of it being first a long gun doesn't apply.
There are CA issues in terms of manufacturing though.Kemasa.

As far as I know, in theory you could do it, but you would have to go through ALL the CA laws and that would take a lot of time and effort. One problem is getting the CA info changed so that it is listed as a handgun, instead of a long gun. It is possible to bypass a lot of the CA issues by doing the build outside of CA, but there could be issues with bringing it back in. While you are supposed to be innocent until proven guilty, CA could go after you and you can't win when you have to pay attorney bills. What it really comes down to is that it is likely not to be worth it.Kemasa.
