    Ammunition Sales After July 1

These questions may belong on one of the legal subfoums, but some of them are specific to FFLs.

I read on LAX Ammo's website about how the new electronic system will work. I heard from another local FFL that this topic was also discussed at the last DOJ FFL Webinar. It looks like a person will not be able to buy ammunition unless they have a registered firearm in that same caliber. I think its safe to assume that many (most?) CA gun owners have longguns, and potentially handguns, that were acquired before registration was required. It sounds like a customer's only option will be to register those firearms before they can buy ammunition. Is that your understanding?

Address information on a customer's CDL also has to match the registration records. I wonder if that is "for each caliber" or as long as you have at least one firearm registered with your current CDL address, that will be sufficient for any caliber firearm you have registered to you.

Any idea if we as ammo dealers will need to go through the same process if we sell ammunition to ourselves? I imagine it could be the same process that happens when we transfer a firearm to our personal collection?

Are we going to be required to keep an A&D book for ammunition?

What a cluster this is going to be once people start trying to buy ammo under the new system.

Turner's is stating there is no restriction on what calibers you can buy.

It wasn't LAX where I read it. Now I can't find the source I was reading - feel pretty foolish. However, the other local FFL I talked to who did attend the webinar said that DOJ was headed that way. Maybe just rumors...

Anybody else attend the last webinar?

Please bear in mind that DOJ is not "headed" in any way. They are merely the enforcement arm of the liberal Calif. Legislature. After talking with my DOJ auditor this week it was made clear to me that DOJ does not agree with much of what comes out of the liberal left legislature and, as I was advised, on a variety of occasions legislation (prior to its passage) is returned to the floor as unworkable and unenforceable.

So, now it is ironic that the State whittles away at the right of its citizens to defend themselves from the possible oppression of their State.

Fair enough. I was lazy in my typing. I wish I had attended the webinar rather than relying on second hand information. In any case, the other FFL I talked to indicated the regs were headed that way.

I do disagree a bit with the statement. I'm not an expert on how this all works, but I believe staff at the various agencies draft regulations based on the actual legislation. Sometimes the regs go further than the law. The AW regs were full of regulation overreach. However, I fully agree many DOJ staff believe the law and regs go too far but its what they have to live with.

Well he better inform the rest of the DOJ because they attempt extralegal action all the time. Not only under Becerra, but under Harris and and predecessors Brown and Lockyer. CRPA had to take them to court more than once to slap them back.

                    Poor legislation invites poor interpretation.

Best explanation I've heard thus far is from FPC:

I also did a youtube video based largely on the bill text and the FPC article:

Below is a copy and paste job of the layman's terms advisory I created and sent out to our email newsletter subscribers:
