These questions may belong on one of the legal subfoums, but some of them are specific to FFLs.
I read on LAX Ammo's website about how the new electronic system will work. I heard from another local FFL that this topic was also discussed at the last DOJ FFL Webinar. It looks like a person will not be able to buy ammunition unless they have a registered firearm in that same caliber. I think its safe to assume that many (most?) CA gun owners have longguns, and potentially handguns, that were acquired before registration was required. It sounds like a customer's only option will be to register those firearms before they can buy ammunition. Is that your understanding?
Address information on a customer's CDL also has to match the registration records. I wonder if that is "for each caliber" or as long as you have at least one firearm registered with your current CDL address, that will be sufficient for any caliber firearm you have registered to you.
Any idea if we as ammo dealers will need to go through the same process if we sell ammunition to ourselves? I imagine it could be the same process that happens when we transfer a firearm to our personal collection?
Are we going to be required to keep an A&D book for ammunition?
What a cluster this is going to be once people start trying to buy ammo under the new system.
