    If it's only the lower, it's a receiver. No way around that one.

      He is roster exempt so yes it can be DROSed as a receiver. Exempt handgun/pistol receiver/YES

        Also it is not required to be marked pistol or anything like that

          I just wanted to double check. He thought it might have to be marked "pistol" but I wasn't sure about that part. I did tel him since he is building it, it was u to him to be compliant. Thanks guys.
