A FFL with a AW permit can only receive them and sell to LEO official for DUTY! not personal use and that basically means the PD would be buying them. if their a 07 then they can manufacture them with a AW permit.

however. the DOJ states on there site that a AW cannot be converted to a compliant weapon as it was manufactured by the distribution as a DOJ definition of a AW. ( ITS NOT).

As far as I know, since it is gunsmith work, it can just be returned.

What are you wanting to have done?

It might be easier to drive out of state and ship it from there where it is just another firearm.

Double check, but federal law (Section 178.147 of the Gun Control Act) says you can send your firearm directly to a gunsmith and they can send it directly back to you. No paper work for you, I guess the gunsmith has to log it in and out for the feds.

CA generally goes by this (Cal Penal Code 27705 says "Section 27540 does not apply to the delivery of a firearm to a gunsmith for service or repair, or to the return of the firearm to its owner by the gunsmith ...)

I know trying to send it back through an FFL means the FFL needs to take into their inventory and then do a transfer to you, which is now illegal for BB AW. I dealt with this issue a couple of years ago, where an out of state gunsmith was overly cautious on sending back to Cali a perfectly legal rifle I wanted to send out for some work. I found another gunsmith who actually understood the law.

The kicker might be RAW and an instate gunsmith. Locally, if the dealer does not have an AW permit, then you have to be with the RAW the whole time. If they have an AW permit, you can leave it with the gunsmith. I looked but I can't find the code, but I have been through this a couple of times doing some small things.

If it is a RAW, the only requirements are you have to keep it the minimum 16" barrel and I think it is 26" overall length and then the compliant BB. Anything else can be worked on or swapped out. Oh, and you can't go to selective fire. I know this part is covered in the AG's bureau of firearms FAQ
