PPT Seller Residency Requirement

Does seller of a PPT at an FFL need to be CA resident? I know an out-of-state person can ship to FFL for transfer, but can that said person meet FTF at an FFL to conduct a PPT with a CA resident?

No, PPT means both parties are CA residents. What you describe is a dealer transfer. It doesn’t matter if UPS brings it or the out of state seller brings it, it is a dealer transfer and subject to the roster law.
