Form 6 difficulty

I am interested in getting a Australian l1a1 sent from Canada.
The vendor stated that us atf will not issue a form6 for the rifle.
True ? Not true? Partially true? Work around?

Why don't you just get all the parts except for the upper receiver? Get a receiver here instead and put it all back together?

They will not approve it as it is because it is not in a sporting configuration.
