Is it possible to do a dealer transfer through an FFL in california to purchase one of those serialized polymer 80 Glock pistol frames. Brownells has them in stock and looks willing to transfer to a California dealer ? I am woundering if state law prohibts this in any way

Uh, why can't he build one? CA law clearly allows someone to manufacture a firearm for personal use as long as it's done in compliance with all CA laws. It is subject to the roster or a roster exemption. Unless you are roster exempt or you have direct family out of state who can gift you one using a CA FFL, you can’t get it here.
CA has a new law which has perverted the intent of federal undetactable firearms law, and now requires any polymer or plastic or other non metal self built gun to have 3.7oz of a specific type of stainless steel embedded into the frame permanently.Uh, why can't he build one? So sure he could build one, if he could find such a frame. Considering that it only applies in CA and in light of DOJs new aggressive stand against semi auto conversions, I just don’t see a market here for any 80% manufacturer to make such a frame that no one else in any other state would want, and that if built in CA would only ever legally be single shot.
The 80 ship has sailed. You can still make a cannon though
