California does not recognize out of state CCW's. It is my understanding it must be a valid CCW. (out of state CCW's are not valid in CA)

That means only a CA CCW is a valid CCW exemption to the FSC requirement.

There is no requirement that the slide be taken off. The firearm is off-roster, as well a frame would be off-roster. It doesn't matter and it allows you to keep the parts, but made up stuff is annoying.

If you have a CA CCW, then it exempts you from the FSC, including the safe handling demo, which makes it easier. Non-CA CCWs are not a valid exemption for the FSC.

There isn't a requirement to show a passport or birth certificate, although the BATF has said that you can do that to ensure that the person is a citizen. The CA DOJ has said it is up to them to determine the status.

The CA DOJ has changed their view on the thumbprint, perhaps because they forgot why they wanted it. It is to prove that a person who is prohibited is the one who really filled out the paperwork. Now the CA DOJ wants it on the final DROS paperwork, so if the person is denied, there is no proof who filled out the paperwork.

If the first place doesn't have you do the thumbprint on the delivered DROS, then they will have a problem.

You won't have it be consistent because you are dealing with people, many who don't educate themselves on what is needed, some who prefer to protect themselves than just doing what is required, which makes sense, at times.

There isn't a guide from the government in how to do everything, but you would need multiple guides, from the CA DOJ, CA CDTFA (aka BOE) and the BATF. Realize that each organization doesn't actually know how a FFL needs to do everything, they only know their part, as well as perhaps misinformation in what they think that others require. The BOE really doesn't understand the process that a FFL has to deal with in regards to sales tax. While they make the rules and enforce the regulations, they have never really had to deal with it.

I appreciate all of your responses. I feel for all of you having to put your licenses on the line for all these different laws/regulations/rules that are not readily available to you. Like I said I hope when I go back in for pick up from the first ffl, that I will just have to provide my FSC and I can take my new toy home.

If they don’t accept the CCW (like everyone has said) what is the normal steps thereafter? Will I be denied and then have to re-include the original owner? Will I be denied, and have to start the process all over again and wait another 10 days? Or will the ffl hopefully be told that they just need to submit my FSC and I can take it home that day? They already accepted it as it is entered on the DROS. They might have an issue when they are inspected. All that would be needed is for them to copy your FSC and mark it on the DROS.

I'm just curious, does anyone know what the DOJ looks at on their end when they process the DROS? Specifically, if I enter the CCW as an exemption do they check if the guy has a valid CCW?

I understand the dealer could have an issue when inspected.

Great question. According to the post prior I will be able to take home my firearm because the ffl has indicated I provided all the appropriate docs, but when and if they perform an inspection maybe it will be a problem. Doesn’t sound like the “stuff” they provide to the DOJ would be able to verify more details besides the yes and no questions...
