Confirmation on who Reports Lost Package

I am on the receiving end of a firearm transfer. The shipping FFL apparently didn't put "signature required" and FedEx shows:
Left at front door. Signature Service not requested.

It wasn't at the front door. I've told the shipper to start trying to find out where it is. Since I never actually received it I'm assuming if it's gone they report it as lost with ATF, correct?

For shipping, if it is lost/stolen then it is the shipper who has to deal with it. In this case it could be more of a problem since it could have been stolen after it was delivered. Yes, there is the issue of no signature required. It is was stolen after it was delivered, then I suspect that you would need to file a report with the police, but it still wouldn't be your problem in a way.

Is there any video to show what might have happen to it? Whether it was actually delivered or not?

The main problem is in having to deal with it, what ever it all turns out to be.

Turns out FedEx found it. I didn't get the full story but someone at the depot effed up and marked it delivered. We got it 3 days after it was supposed to arrive.

What was the condition of the box? Does it look like it was opened?

Did not look like it was opened. The interior box was a hard case as well. The rifles looked fine, but the customer hasn't come to inspect yet. They are C&Rs so it's unclear to me what condition they were in when he purchased.

From what I heard, the way they steal the packages is by putting a new label on it. They can't just walk out with it or the contents.

I received a package once with a new shipping label and 30lbs of paint can labels inside to match the original weight of the shipment.
