    As long as you are roster-exempt, that would work.

    If you're not roster-exempt, nice try, but no cigar.

    When you purchase a frame only, you can get out of the safe handling demo, but not the roster requirement.

        If he gets an ffl07 to build it for him into a roster exempt single shot dimensionally compliant roster exempt pistol, he can get it transferred to him.
