    It has to be reported either by paper form, online (CFARS) or DROS. There are limits as to how you can acquire a C&R firearm, especially a handgun, even with an 03FFL.

      My understanding is you receive a C&R from out of state and it is DROSed, you met the reporting requirement. Is this not correct?

        Correct, it is reported with a DROS.

              C&R handguns and C&R long guns that are shipped to CA must be transferred through a CA FFL dealer. That transfer process will comply with the reporting requirement. (the DROS does it)

              C&R long guns that are acquired within CA, are required to be reported within 30 days of obtaining the C&R long gun. [PC 27966(f)]

              C&R firearms that are acquired outside of CA and brought back to CA, are required to be reported within 5 days of returing to CA. [PC 27565(b)]

                  You can still self register long gun you bought from website, gun broker etc out of state.

                  It does take long time for them to finish paperwork.

                  Someone just did 7, 8 of them back in June and just received letter of confirmation for all of them in Sept. Took about 3 months.

                    except you cannot have shipped to you from out of state. That is explicitly not allowed. The reason people get away with it, is because the form you do fill out, only says "private party" for the method you acquired it. It doesn't make you list who/where. So the form doesn't know if you got it out of state, so of course DOJ will process and register it. That doesn't make it legal, it only means you committed two crimes (infractions? not sure). Importing, and lying on a form. Since the form is only supposed to be for in-state.

                      No I saw the forms cooy myself. They listed the websites who sold those items.

                      You can probably guess what those websites are.

                      But not private party.

                      He does not want to put false info on writing. And like I said all of them are confirmed.

                      Of course, you can choose not to believe me. It is up to you.

                        Out of state transfer shipped into the state must go through an 01FFL. No secondary registration, but you still need to enter it into your bound book.
                        5 days is for when you personally make the purchase out of state and hand-carry it back in personally.
