Importing complete lower question???

I'm a relatively new dealer and so this is a rookie question. I've transferred plenty of stripped lowers and that's clear. But, How about complete lowers?

I have a customer who wants a specific lower that is complete. It does not come CA compliant, but he will put on a CA compliant Mag Lock prior to assembling the rifle.

So can I import it?

If so how is it DROS'd?

Any Pitfalls or watch outs I should be aware of?

It is still just a receiver as it has no barrel, it isn't semi-auto nor center-fire, so the so-called a-salt weapon laws don't apply until it becomes a center-fire, semi-auto firearm.
