Hey all. My brother, Oregon resident, wants to gift his 18 year old niece, CA resident, a pump shotgun. He actually bought the shotgun in CA before he moved to OR. Would he be able to bring it here, and complete a PPT at an ffl?

Yes and no.
He can hand-carry it and transfer at an FFL.
It would not be a PPT and the $35 transfer limit does not apply. The FFL can charge his normal transfer fee as if the gun had been shipped in.
Be sure to scout for a friendly FFL who will do this. Some will refuse the transfer, and of course, transfer fees can vary from $35+DROS to $200+DROS.- Rich
