Ok, hypothetically speaking, I cant buy or pawn any guns with the DES down.
How about this one, dude comes in to sell us a gun, DES is SOL, and because of this I cant do the Buy or pawn, so he goes to the streets and slangs this gun to somebody illegally, DES down = more guns on the street, FACT!
