    CFLC question

If I, as an 01, transfer to an 03 (COE), a C&R "in person" do I need to do a CFLC transmittal letter?

Hope that doesn't sound too stupid...but I've never run across this before.

I am not sure that you can ship to a C&R FFL in CA. No CFLC would be needed if you can.

As stated, this was an "in person", face to face, transfer...
So I gather that since you can't do a CFLC on an 03 no transmittal letter is required???

No Tyke, you dont need CFLC for 03, they are exempt. You just need to do the DROS.

I missed the in person part :-).

You are just doing the DROS, no shipping, no CFLC for C&R FFLs either. No waiting period, but remember to mark it as delivered before printing the DROS.

I was under (perhaps wrongly never having done one before) the assumption that with a face to face... 01 delivery to an 03...would require nothing more than the exchange of FFL's, COE's and drivers lic. was all that was needed. Then the gun could just be handed over. I have a feeling there is more to it since a DROS is, apparently, in order.
Fortunately, he forgot his D/L so I still have the gun (but paid for the gun) and will return in a week.

There is an exemption for face to face if in CA with a C&R FFL and COE for a C&R long gun, but it requires that it isn't from a dealer. Dealers still have to do the DROS, otherwise the form is used.
