Have a guy outside of CA that is wanting to ship a rifle to me. Does he need to gonna through a FFL to ship the rifle in? If no FFL does he need to get shipping approval. Any information is greatly appreciated.

The receiving FFL must be willing to accept shipment from private party - their choice (amount they charge is also open $25-150 is common). If you are in SoCal Aces Pawn in West Covina will accept from PP (25 receiving fee 25 DROS). A private party also doesn't have to go to the DOJ for a shipping number. Have him include a copy of his drivers license so the FFL can log it in and your name and contact info so he can let you know when it arrives. Some FFLs will not charge tax if the sender includes a note that it is an occasional sale between private parties.
