DROS a Complete AR (PCC) Lower?

Any issue DROS'ing a complete lower including grip and buttstock? I'm going to convert to featureless before assembling to a PCC upper, but I need the specific features of this receiver.

It is not semi-auto nor center-fire, so not a problem in regards to the law, but check with the FFL you intend to use to see if they have a problem.

Are you referring to a completed lower that is NOT California Compliant?

Turner's sells one, Ruger, complete lower that is NOT compliant and they DROS those.

I am POITIVE cause I bought one.

Please explain what a non-compliant lower is. In order to be considered a so-called a-salt weapon it has to be semi-auto and center-fire or semi-auto and banned by name. A lower is not semi-auto.

I can understand Old Marine using the phrase. My initial concern was the inclusion in the lower of certain evil features, but I had reasoned that if separating upper and lower removes the assault weapon stigma, then there is no reason a lower complete with evil furniture can't be purchased.
