    PPT Ammo Sale

So I contacted 3 FFLs in my area and none of them said they would process a private party ammo transfer between myself and another calgunner. One FFL told me the law requiring private ammo transactions to go through a third party licensed vendor doesn't kick in until 2019 (yikes, I tried to correct him on this). Another FFL told me that DOJ has not even set up the required website that the FFLs are supposed to upload the information into. The last FFL told me "well what you and someone else do in the parking lot is your own business, we don't handle that here". So, is there no legal way to buy and sell ammo privately currently?

There is no prescribed procedure yet.

If two CA residents come into my store to "PPT" ammo, I guess I could check the buyers ID to make sure he was of legal age, before charging a fee and handing him the ammo.

I like the MYOB option from the third guy you called.

      See my 1st post here:

While the info isn't "official" it at least is something from the CA DOJ.

I specifically asked how to handle a PPT in 2018.

I posted this below in another thread, reposting it here. I don't understand what the mystery is - maybe I am missing something...

        *****************************

There are no forms. The FFL takes it from one guy and hands it to the other, making sure the recipient is of age. Takes five bucks and says thanks have a nice day.

Any FFL waiting for forms or guidance might be waiting a long time.

        30312.

        (a) (1) Commencing January 1, 2018, the sale of ammunition by any party shall be conducted by or processed through a licensed ammunition vendor.

        (2) When neither party to an ammunition sale is a licensed ammunition vendor, the seller shall deliver the ammunition to a vendor to process the transaction. The ammunition vendor shall promptly and properly deliver the ammunition to the purchaser, if the sale is not prohibited, as if the ammunition were the vendor’s own merchandise. If the ammunition vendor cannot legally deliver the ammunition to the purchaser, the vendor shall forthwith return the ammunition to the seller. The ammunition vendor may charge the purchaser an administrative fee to process the transaction, in an amount to be set by the Department of Justice, in addition to any applicable fees that may be charged pursuant to the provisions of this title.
It is no different than buying ammo from the FFL. No forms, no guidance needed. "As if the ammunition were the vendor’s own merchandise".

I'm not a lawyer, but this doesn't seem difficult to understand. The future ammo laws that will require background checks are another matter, but they are not in effect yet.

What about the FFL's potential liability? Will there insurer cover them for it if someone is injured using these reloads?

Does their insurer cover them during a PPT firearm sale?

I don't see this as any different.

Contemplating getting rid of my 50 beo and a few hundred rounds. Thought I would search "PPT ammo" to see what BS hoops I would have to jump through to sell the ammo. FFS what another cluster fk this is.

I can't even give up and sell all my GD guns and ammo if I wanted to because of these godforsaken liberal vermin.
