The FFL is incorrect and assuming that the firearm needs to be transferred back to you. The firearm belongs to you and this is no different than sending the firearm back for service.

Reference the Sig P320 voluntary upgrade or warranty repairs. No FFL on the return end is required.

I need to clarify for anyone else reading that when I stated FFL, I am referring to the vendor performing work to the firearm. Since the vendor is "acquiring" the firearm the vendor must have an FFL.

If the firearm is shipped out for repair, maintenance etc - directly by you to a licensee, the firearm can be returned directly to you if it is the exact same serial number and make, as long as it comes back from that same licensee.

Section 27545 does not apply to the delivery of a firearm to a gunsmith for service or repair, or to the return of the firearm to its owner by the gunsmith, or to the delivery of a firearm by a gunsmith to a person licensed pursuant to Chapter 44 (commencing with Section 921) of Title 18 of the United States Code for service or repair and the return of the firearm to the gunsmith.

If another FFL ships it out for you, then it cannot be returned to you directly.

A CA DOJ approval number is only required if shipping to a CA FFL, it is not required for returns directly to the owner.

I am an FFL outside of California. I do not intend to ship/transfer firearms to a California FFL. Will I be affected by the CFLC Program?
No. If you do not ship or transfer firearms to a California FFL, the CFLC program does not apply to you. If you decide to ship or transfer firearms to a California FFL in the future, you will be able to enroll in the CFLC Program at that time.

Thousands of people send pistols out of CA every year to Wilson, Nighthawk etc for customization, and they are returned directly to the home of the owner, if it was the owner who shipped them.

There are two ways to do this, depending on the gunsmith you are sending it to is willing to do. Both are legal, but some don't know the laws and/or make things up.

The first is for you to ship it directly to the gunsmith. This requires that you ship it UPS/FedEx overnight, which is expensive. It can be shipped directly back to you, again with expensive shipping.

The second is to have a FFL ship the firearm for you to the gunsmith. A FFL can ship USPS, which is far cheaper. When it comes back, it can just be returned to you. You need to make sure that the FFL is aware of that.

The problem can come if you ship it direct and the gunsmith refuses to ship it back to you and instead wants to ship it to a FFL. This is a major problem because the FFL can't just return it to you since they never have it before and it was not given to them for gunsmith work. Unless you are exempt, it can't be DROS'd to you since modifications means it is not on the certified list.
