Until I know exactly what is going to be involved in transferring shipments (large or small) to individuals who have placed non in-house orders, that's hard to say at this time.

We've got at least 40 phone calls in the last week about this same thing. We have no idea what we will be doing, especially since we haven't got our Ammo Vendor License yet from the DOJ.

We have a couple things to consider: Employee time, do we have to collect sales tax? If we do how much more time will this add to the end of the quarter for my tax girl to prepare everything. How much storage will all this take? How much is fair? We were thinking like $10 but then started to wonder, well is that enough if somebody orders 15,000 rounds and it takes 10 boxes and shelving space? What about having to call everyone to say come get your ammo, and what if these out of state vendors start asking for copies of our Ammo License, all time on the phone and emails to get it here. Im sure we will do something fair, but we just don't know.

I talked to the DOJ, they said FFLs are 'grandfathered' and will receive their license, but can operate like normally.

because we are already considered licensed if they are a FFL, they are not required to apply for and receive the license, meaning, even if you have not received it, you are good.

Yep, 02 FFL with SOT, CFD, Large Cap Mag Permit, COE holder. I'm real hot stuff over here. But no Vendor License yet.

Yes, and I've already received an email today from an out of state vendor requesting my Ammo Vendor License, that I don't have yet.

Bingo! I can hear it now in the general discussion forum, "well Aces let me do it" And the next thing I know I'm getting some fine from the DOJ or something.

I got my Ammo License along with my new CFD letter and HCM permit in the mail yesterday. Still nothing on the regs though.

It looks like based on the released regulations you still need your Ammo License:
                      (c) A firearms dealer licensed pursuant to Penal Code sections 26700 to 26915 is automatically deemed a licensed ammunition vendor pursuant to Penal Code section 30385(d) and is not required to submit an application for an ammunition vendor license.
                      From: https://oag.ca.gov/sites/all/files/a...opted-text.pdf

Further down - this seems to support you need the license:
                      (d) Ammunition vendor licenses will be automatically renewed for vendors who maintain active status on the Centralized List of Firearms Dealers.
I don't see where it says you don't have to wait for your license to continue operations (maybe it says it elsewhere). It just says you don't have to apply for it which we all agree on.

Also, has anyone seen (that I probably missed) further clarification on:
                      (2) When neither party to an ammunition sale is a licensed ammunition vendor, the seller shall deliver the ammunition to a vendor to process the transaction. The ammunition vendor shall promptly and properly deliver the ammunition to the purchaser, if the sale is not prohibited, as if the ammunition were the vendor’s own merchandise. If the ammunition vendor cannot legally deliver the ammunition to the purchaser, the vendor shall forthwith return the ammunition to the seller. The ammunition vendor may charge the purchaser an administrative fee to process the transaction, in an amount to be set by the Department of Justice, in addition to any applicable fees that may be charged pursuant to the provisions of this title.
                      From: http://leginfo.legislature.ca.gov/fa...2.&lawCode=PEN

Also, does anyone know if there are *any* record keeping requirements? For example, we don't sell much ammo today. Occasionally, I'll have a box of whatever random 9mm ammo. My receipts will say "9mm Ammo" or something generic. Is that enough documentation of the transaction? Are we expected to be listing make/model/quantity if we don't need it for our own reasons? I know this changes in 2019, but I'm unclear what it means today (as I've posted elsewhere). This will impact how we can optimize this process for our customers.

For example, if generic receipts are ok, I can just put an entry up on my webstore for "Ammo Fee" and have it be generic. Customers can pay ahead of time to alleviate paperwork for me on the backend. What is everyone else doing that doesn't typically stock ammo? I realize if you're a B&M and normally stock ammo you probably have a SKU and your receipts say more then just "Ammo" on the lines.

I'm betting that your (our) Ammo Vender License number will be your (our) CEO number. Wouldn't make much sense to create another number.

Just read what I wrote...does all this BS we live with ever make sense???

I didn't look at the Ammo Permit close enough to see if it included the CFD number but its looks just like the High Cap Permit which does have the CFD number on it. I can confirm tonight but I bet it does.

There is no documentation requirements until July 2019 (except for those who already need to like Los Angeles).

Call your DOJ rep. They are the ones who would be enforcing it on you. Yes, once the regulations are published it will be nice to have something in stone, but You cant just close down shop because of it lol
