FFL direct purchase of an off-roster firearm?

If you bring an off roster pistol in, the FFL can buy it from you for him to use personally.(I moved this over from the AW thread, where it didn’t really belong.)
Question: can someone who legally owns an off roster pistol, sell it to a dealer who can then resell it to the general public? Or can the owner just put it on consignment with the dealer?
I know this used to be possible, but not certain if it’s still the case under the new law.
The way I read it now, it’s only a direct PPT through an FFL which is allowed. In some cases this would be the same difference, but it wouldn’t surprise me if they were literal about it.
I know these questions have been asked multiple times in multiple ways, but that’s what I get from reading the new law. Not sure why it would matter as long as everything went through the FFL.

An FFL can't buy it for the store and sell it to anyone as dealer stock.
You can consign the gun in order for the FFL to sell it for you which is basically a PPT without the seller being present at the time of the sale. Which will allow the FFL to charge a fee for the service and subjects the sale to CA sales tax.Comment
