    03FFL C&R Handgun Questions

    I recently bought a handgun that is over 50 years old, on consignment from my LGS using my 03FFL and COE to skip the 10 day waiting period. The LGS ran a DROS on the transaction. I have a couple of questions maybe someone can chime in, the gunstore didnt really know the answers to these.

    1. Since a DROS was done do I have to enter the purchase information into my bound book?

    2. Do I have to submit any paperwork to CA DOJ to report the purchase?

    3. I was told C&R FFL holders can only purchase 2 C&R handguns per year. Is this every 12 months or every Jan. 1?

    4. Do all C&R handgun transactions have to go through a 01FFL dealer to conduct a DROS? How would this work for two individual 03FFL holders that are conducting a transaction or a buyer that is an 03FFL holder buying from a non license holder?

      Thanks. I read somewhere online that all in state C&R handgun transactions now have to go through an 01FFL. Is this true? I thought as long as I have an 03FFL+COE I can buy from anyone who is in lawful possession and just report the transaction to CA DOJ using one of their forms.

        You can not acquire a C&R handgun in-state directly, not in person and not by mail, it must go through 01 FFL.

        You can not import a C&R handgun from out of state into CA by mail to you directly, it must go through 01 FFL.

        You *can* personally travel out of the state and purchase a C&R Handgun directly and bring it back to CA with you, and it must be reported within 5 days. And a COE is not required for this, only a C&R.

        The only thing that a COE does for you with C&R handguns, is allow you to skip the 10-day wait at a 01FFL, if you also have a C&R.

          Thanks for the clarification. The personal out of state travel is the only direct purchase I can make with 03FFL. In state purchases and importing from out of state, are all through 01FFL. Got it.

            I believe that you can purchase a C&R long gun directly in CA. There is a form on the CA DOJ web page that you have to fill out.

            All C&R firearms shipped in from outside of CA has to go through a dealer. This does not apply to gunsmith work, just purchases.

                BTW, it is not a matter of an 01 FFL, it is a matter of a CA Firearms Dealer. An 07 FFL is also a dealer. Some 01 FFLs are not dealers, but just gunsmiths and can not do transfers.

                    I assume that you are a CA Firearms Dealer, so you are included as I did not list every type. I could make a comment about a second class FFL or about pawn dealers, just to make sure you feel included, but ...

                          #1 All C&R acquisitions and dispositions while licensed as a 03FFL are to be recorded in your Bound Book.

                          #2 No.

                          #3 You were told wrong. The only limit is your bank account.

                          #4 Yes unless you buy the handgun in person while out of state. If you purchase any C&R firearm in person out of state and bring it back, you report the purchase to CADOJ using this form. https://oag.ca.gov/sites/all/files/a...s/curioapp.pdf
