    Does anyone know where this exemption is defined:

    What credentials / requirements are needed for us to confirm someone is a consultant-evaluator of ammo? Is someone that hosts a youtube channel sufficient?

    I think I found this old definition:
    This bill would define consultant-evaluator as "a consultant or evaluator who, in the course of his or her profession is loaned firearms from a person holding a federal firearms license (as a dealer, manufacturer or importer), for his or her research or evaluation, and has a current certificate of eligibility issued to him or her."

    Does this mean we just need to ask to see their COE or get a business card or something? The further description in the link talks about firearm loans which doesn't apply in regards to ammo.

      An example of someone like this would be Chris Cheng who probably had a COE, AND was sponsored by Bass Pro, evaluated gun performance for Smith&Wesson and other manufacturers. Reported back on performance and or was paid to advertise or blog about the performance of the product.

        So what credentials do we ask for? I know of Chris Cheng and have met him, but never knew he evaluated gun performance for S&W and other mfgs. Do we just need a COE and a business card?
