    That is a correct flow.

    Because it is illegal to import a prohibited weapon to CA, it must be made CA legal prior to importation into CA.

    In accordance with Federal laws, since the firearm is being shipped, it must be shipped to a FFL.

    That is why the retailer must ship the firearm to an out-of-state FFL, who modifies the firearm to be CA legal.

    In accordance with Federal laws and because CA laws require firearms acquired by CA residents to be transferred to them through a CA FFL dealer, after the firearm is modified to be CA legal, the firearm is shipped to a CA FFL dealer.

    Once the CA FFL dealer receives the CA legal firearm, they can then transfer it to the CA resident buyer.
