FFL will not give DROS copy to purchaser.

    Hi guys,

I bought a rifle last Black Friday at Dick's Sporting Goods Thousand Oaks and after doing what needs to be done I asked a copy of the pending DROS for my file. I was told per DOJ they cannot do that and if I want a copy I need to go to DOJ website and for a minimal fee I can get a copy.

I was told that this started last February 2017 when they get a letter from ATF that they cannot give a copy. I understand not getting a copy of 4473 but not DROS. I called Dick's corporate office to see if they know what this store is doing and they check their guidelines and they said they do not see anything that says not to give copy of the DROS to the customer.

I even called Dick's in Oxnard to see if they have the same policy and they said the give copy of DROS to customer. I even called Turner's Oxnard and they never heard if this letter.

Has anybody heard about this letter from ATF or DOJ?

Their is no letter from February from the CA DOJ. All FFL's get the same bulletins at the same time. I just looked no such Doc

When you go to pick it up ask to see the letter if they can not come up with it tell them to put what they said in writing.

They won't because they know its FUD and don't want you to call the DOJ and snitch with proof

ASD1, thanks for checking. Dick's corporate office told me to tell him to produce the letter on the pick-up day. What I don't understand is why they can't make him do it.

ATF doesn't have anything to do with the DROS paperwork. So, they wouldn't send out a letter to FFLs saying to give or not to give paperwork that they have no control over or even care about.

BTW, I purchased a rifle and shotgun on Black Friday at THE SAME STORE and received my copies of the DROS. I also went back with an elderly friend of mine and he bought a shotgun and got his DROS paperwork.

Greg, who sold it to you?

The person who process my purchase was Joe and according to him it was from Carlos. I talked with Antonio the manager at that time and he said the same thing about DOJ's instructions not to release a copy. I mentioned the PC to him and he said he will release a copy to me. But the point is the manager making laws which is not anywhere in the DOJ website.

I called ATF Burbank earlier today and said the same thing. They don't have any jurisdiction with state laws and they have no instructions to hold any DROS copies from being released.

I don't know where Carlos is getting this ideas and make believe laws. I will ask him to produce the letter on my pick-up date, corporate also told me to do that and said to give them a call if Carlos will not give me a copy.

They was also a change in the law that requires a copy at pickup. I would have to find the CA PC. As far as I know, it is not even possible to get a copy from the CA DOJ. You might want to contact them.

I was practically on the phone the whole day yesterday calling DOJ, ATF and Dick's. Nobody heard about that February instruction. I can't even find in the DOJ website the link where to get a copy of my DROS because the manager said all you have to do is enter your private details and pay the fee.

Anyways, I called the store last night in hopes of talking with Carlos but he was gone for the day and I talked with another manager, Emilio who said he will give me a copy and also never heard of any instruction from the DOJ / ATF. He even mentioned to ask Carlos to produce the instruction if he refuses to give copies in the future. The worst part is a manager training his trainees the wrong law and it will go down the line. I don't want him to lose his job I just want him to correct his mistakes.

                  Thanks for all the replies.

Wait a minute, hold on, you mean to tell me a minimum wage employee at a big box retailer has no idea what they're doing, nor do they care to take the time to learn about what they're doing? Mind blown.

I don't think the manager is a minimum wage employee. I understand the person under him doing what he was told since he does not know much about shooting and firearms. It was the manager calling the shots. Good for this store they have other managers who knows the law and does not invent any new laws.

Sorry, I was wrong. I finally dug up my paperwork and discovered that I didn't receive a DROS form. I think I'll make a big deal of it when I go pick up.

I sent an email to DOJ yesterday and Operator 207 called me this morning to confirm that the dealer should provide a copy of the DROS form to the purchaser. She said if the FFL is not certain about this law he can call DOJ to comfirm. I hope the manager is humble enough to accept his mistake and rectify this fiasco.

Greg, look for Emilio or Antonio when you pick-up your rifle. I'm still curious who processed your DROS.

Never purchased any guns from Dick's, but I have always received a copy of the paperwork. The Date /Time of pick-up highlighted.
