The process to because an instructor of instructors, the question that you asked. It was quite some time ago and I think it was on this forum.
As I recall it is difficult to get certified to be able to issue instructor permits. Call the CA DOJ FSC and they should be able to tell you.Kemasa.

As I recall, DOJ gave the original classes and to my knowledge they are the only ones that can give the classes to FS instructors. Could be wong...American soldier by choice. Made in America by the Grace of God.
So, now it is ironic that the State whittles away at the right of its citizens to defend themselves from the possible oppression of their State.
