Where is my License?

About a month ago I sent my application for a C&R to BATFE and copied my local PD.
This week I received a package with the following contents:

-Application for an Amended Federal Firearms License.
-Open Letter to all Federally Licensed Collectors of Curio and Relic Firearms.
-3 "to Whom it may concern" letters indicating that several items were not available to send me. The Firearm theft report, and 2 FFL Newsletters.
-The C and R list dated 2007.
-Personal Firearms Record.
-business card with the ATF web address.

Shouldn't my License have been in the mailing?

I will call them tomorrow, but thought I'd first solicit the groups advice.

That stuff is mailed separate from the license. Though I got the license at least a week or two before that package. I wouldn't know if the order matters, if you should be concerned, but they definitely don't ship together.

They ship from two different locations. My C&R came in a separate envelope, a few days before that packet.

I got the packet about a week ago. I'll give it the rest of the week for the license to show up before I ask.

I submitted my C&R & COE applications September 5th.

COE came through on October 3rd. Less than a month - way faster then I expected from the state.

I haven't received anything from the feds yet.

My C&R license finally arrived yesterday - one week less then 5 months.

Question

I am looking to apply for my C&R lic. hen they refer to local CLEO are they referring to the City I live in or County.

The jurisdiction you live in. If it's city it's city...if county then county. Sometimes cities will defer to counties. Just have to ask to find out who.

ffls are printed in large batches. could take weeks depending on when they are ready to print. you could ask for a letter stating you have a valid license waiting to be printed.
