    Hypothetical: On-roster and discounted

    FFL calls someone and says that an on-roster gun showed up which was paid for by a LEO who now doesn't want it. FFL says he paid LEO and it is on his books. However, the price is well below retail, leading someone to believe it was purchased using a discount not available to the public.

    Is this a straw purchase and should a purchaser be leery of this firearm?

    A straw purchase would not be an issue since it was not transferred and no 4473. The problem could be a dealer without the licenses by the LEO. The BATF has said that a person who has a firearm drop shipped needs to be a FFL even though they never had it. That person ordered it, paid for it, and sold it, but is not a dealer.
