I have a customer that purchased a Ruger AR15 lower last year. The lower is out of spec as the holes do not line up. I called Ruger but they have advised that they cannot create another lower with the same serial number but they are willing to replace it with a new lower/serial number. Anything we can do?

I Hope this wasn't some lower they purchased hoping to make into a pre 2017 BB rifle, because now if they have to issue a new serial number your customer will not be able to register it.
Not to be a stickler here but they should have built the rifle pre 2017 to be able to register it too. But I digress. There probably isn't much they can do. We just had a similar issue with a PTR Sporter that was sent to us, customer DROS'd and they took it home and it didn't work (details unknown) They sent it to Century arms for repair, Century couldn't fix it and they told them they would send us another. Now that its 2017 they couldn't send it in the same pre 2017 configuration and didn't have any 2017 compliant models in stock. So they issued the customer a complete refund. He found a CA compliant model online elsewhere and shipped us today the new one with the featureless configuration. He wasn't happy about it but what can you do. Other than what was said above, the lower can be replaced, it will be shipped to you and you have to treat it just like any other new transfer and it would be like buying any lower today. There is nothing to grandfather it because it was a replacement.

Otherwise maybe weld in some plugs and re-drill. Not a great option, but options are limited if they want to register it as AW. If Ruger sends them a new one, no way it can be registered AW.Comment

Well if he built it and then realized later it didn't work as good as he hoped, it was still built? We don't know what we don't know. All we know for sure from the OP is lower was bought last year, and there is an alignment problem with some holes. Let me clarify that he built it before 2017 but he didn't try to test fire it until now. I haven't seen it in person yet but from what the customer has advised, one of the holes is slightly out of spec which is causing the hammer to not engage correctly with either the sear or trigger return spring. Slight pressure on the pin and it seems to function.
I'll recommend that he looks into drop in trigger kits or consider rewelding.01 FFLComment
