Misleading DOJ Bulletin

I just received the new DOJ bulletin and poster for AW registration and "Ghost Gun" serial number requirements. Is it just me or is this bulletin very misleading in regards to the serial number issue? It very obviously omits the number one exception to AB857, that non-handguns produced before 1968 are exempt. It seems they want to mislead the public into applying for serial numbers and engraving them on their old guns...
