Processing PPT if Seller on Military orders

Hi folks. I searched, but could not find what I was looking for.

This topic came up at the shop and I wanted to seek some clarification. If the seller is in CA on military orders, the orders validate the seller as a CA resident for this purpose. I understand that part.

We can't copy the CAC card. I understand that there was a rescinded note via 0050-09-FPA (Change 1), however it is to my understanding that would only be valid for medical purposes so it would not apply here. Correct me if I'm wrong.

Under the above premise, what would you copy as the valid ID for the seller? Would the MIL orders be sufficient? I am under the impression that a photo ID is still required, but maybe that is just for physical verification of the CAC card then copy of the orders would be sufficient.

Does this sound right? It is more common that I experience MIL purchasers than sellers. Thanks

There is no requirement to copy an ID UNLESS the card reader does not read it. You can't use the military ID with the reader, as far as I know.

For Military, you need to see the ID and the duty orders. The duty orders can be copied.

I asked the CA DOJ about copying military IDs and they said if the customer complained that I didn't have to. I then asked what if I complained. I was told that they had never been asked that before.

Thanks, Kem. That sounds like DOJ, alright.

I think we'll draft something similar to the Blue Label verification form to certify that our staff had verified the CAC card in addition to copying the orders. We'll probably do that with purchasers also to keep it uniform.

It is illegal to retain a copy of a miltiary or federal ID. I fill out a form that states I saw it and write down the info from the card and sign it. Then use the PCS orders.

What if they have a Texas DL, PCS orders a DOD ID and a city dog license? Would that work?

Double verify: Copy of out of state ID (since we probably can't scan it) and copy of orders. For additional "safety", signed form where employee verified CAC card similar to GLOCK Blue Label form.

This will probably translate to buyer also.
