New resident handgun question

    New resident handgun question

    I have a friend that is going to move here from out of state and is wondering about some of his handguns.
    If he has several off roster handguns that he has purchased within the last 2 years, what are his options for bring them here? Can he still transfer them to himself thru a FFL? He does not have the option to leave them in the free state that he bought them in.
    What if he does the paperwork and becomes a California FFL before bringing in the handguns? Can he then transfer them to himself and or keep them on his books?
    They are a couple high dollar custom 1911's and several glocks.

    I told my friend the good news, but he threw me a curveball!
    He came down last year with his wife and signed a lease under his and her name for a house that the wife has been living in for the past year. He is concerned that this makes him a resident under California law. When he called DOJ and CA DMV a couple months ago when he was starting to prepare to move down here with his wife, that's when he was old by both departments that the day he signed the lease, he became a resident of California.
    The DMV said he has 10 days to transfer his vehicles to CA plates which i fine but the DOJ said no go on the handguns.
    Is he SOL?
    He is saying the new resident report says " this form must be completed
    within 60 days of bringing a firearm into the state of California AND becoming a resident."
    IMO and his, yes, his clock started ticking for the resident back last year but didn't meet the requirement for the "AND" until he brings in his guns from out of state.
    Is this going to turn ugly for him?

    Must be 10 rd or less capacity mags.

    Threaded barrels have some limited exceptions, but verify.

    Others will chime in on the transfer rules.
    (Volreg within 60 days?)

    No long guns with evil features?

      As a new resident of CA... After he establishes residency in CA, he is require to report all the firearms he brought with him to CA DOJ BOF. [PC 27560]

      This is accomplished by submitting a completed New Resident Firearm Ownership Report.

      Any firearm he brings to CA must be CA legal; meaning it can not be considered an assault weapon, SBR, or SBS under CA laws.
      ^It is legal to bring off-Roster handguns, as long as they are CA legal.

      He can not bring any large capacity magazines to CA.
