    Installing Muzzle Device as FFL01

    I tried searching but couldn't find a clear enough answer.

    I am a FFL01 dealer. If I want to make a new, rimfire rifle in my inventory CA-legal by adding an extended muzzle device in order to make it meet the 26" requirement, do you think I need to be a FFL07 holder?

    The rifle is already threaded with 1/2x28, and the barrel itself meets the 16" requirement.

    A CA FFL. regardless of type or what permits they have, can not convert or modify a firearm which is considered to be a so-called a-salt weapon to be CA legal.

    With that said, why do you think that a rimfire rifle is not CA legal? It is not center-fire.

      A customer is interested in the Kel-Tec CMR 30.

      At its collapsed stance, it measures about 22.7," so a muzzle device that extends it to 26" would be necessary. I know some CA FFL's offer a CA-legal version that does just that, but I'm not sure if it qualifies as manufacturing and if those sellers are FFL07s.

      The standard 30 round magazines can be easily converted to 10 rounds.

        Manufacturing is not the issue.

        A firearm can be converted out of CA, but not within CA due to CA law, not Federal law. Then it can be shipped into CA.

        CA PC 17170 is what I assume you are talking about. Do you have some legal means of having a firearm which is considered a short barreled rifle? It does not matter that you intend to modify it.

          Because of the overall length of the Kel-Tec CMR-30 it is considered a SBR under CA laws.

          Unless, you have a valid Dangerous Weapons Permit for a SBR, it is illegal (CA felony) for you (CA FFL dealer) to import or possess it in CA.

          In order to be CA legal, the Kel-Tec CMR-30 must be made CA legal prior to importation into CA.
          ^Which means it needs it's overall length increased before it is shipped to you (CA FFL dealer).

            It's also against DOJ policy guidelines to have a DWP AND CONVERT a weapon for sales in CA. Unless their good cause statement for the DWP was accepted for issue of a DWP for conversion purposes.
