    When is Manufacturing Not Manufacturing?

    I'm sure its a common situation, but I ended up with a bunch of AR15 lowers I can't unload. I don't know if the completed rifle market is any better, but I'd like to try. I know I can't build a rifle out of a lower without a manufacturer's FFL. But can I transfer one or two to my personal collection, build them, and then sell using my Class 1 FFL for the transfer?

    Not trying to get cute with DOJ or ATF and I would not make this a business practice, would just like to lower my inventory (pun intended).

    Otherwise I guess I'll have to wait for the next D president.

    Thoughts?

    I wouldn't recommend it. Its your intent to manufacture these and resell them. Your book would show receivers going to you, coming back as a rifle and being sold. Without the right license or ITAR it would be a huge red flag.

      I would say either get your 07FFL or find an 07FFL who will complete them for you.

      Is it really worth the risk to knowingly violate the law?

        Can't unload lowers? Or can't sell them for a profit because you paid more than they're now worth? GunBroker them and dump the dated inventory. Better than throwing more money into a build you can't make a profit on either.

          Ya, I think your telling me what I already knew but didn't want to admit. It is kind of ironic that I could sell the ARs currently in my collection even though I built them from lowers. But I agree its not worth the risk and I'd rather be squeaky clean even if it is kind of dumb.

          6 or half a dozen as far as unable to unload verses making a profit. I got a pretty good deal on them. But with my customer base there isn't much interest at any price this side of free. Market is pretty saturated. I'd be ok breaking even on the lowers. I'd rather not take a loss but that point may come.

          At least they don't take up a lot of space in the safe... :-)

            How much do you want for them? There is a local place (to me) that you might be able to get them to sell them for you. B/M in certain areas tend to have an advantage in terms of price.
