    Bay Area FFLs with DWP for AWs

    I need to send my Keltec RFB back to Keltec for repairs. It's in AW configuration.

    My understanding is that I need to first register it, and then it has to be shipped back through an FFL with the right permit.

    Is there a list anywhere? I can't find one. What can I expect to pay? Does it get DROS'd going through an FFL when it already belongs to me?

    Is it possible for you to make it a non-AW for purposes of shipping? E.g., install grip fin, remove forward grip, and/or add barrel extension?

    If not, the only shops I can think of that might are:
    LC Action in San Jose
    Cordelia Gun Exchange in Fairfield
    29 Outdoors in American Canyon

    No idea on costs or if they will even do it for you. Not even 100% sure if they have the AW permit, but thought I heard at various times they did/were going to get.

      The option I'd thought of was to take it apart, I guess with the regs out that's an option.

      I could do a grip fin and change the (extended) muzzle device for one that isn't a flash hider I guess.

      Last year, the only evil features it had were pistol grip and flash hider. This year, OAL is an issue as it isn't pinned/welded.

        If you can ship disassembled do that and any FFL (or you directly) can ship.

          If you did this wouldn't it be illegal to convert it back to an AW when it came back? In other words it wouldn't be for "shipping" it would be a non AW pemanently.

            Can't you still personally ship your gun to a gunsmith or mfg for repair and they can ship it directly back to you. A problem arises if the receiver/frame is replaced. It then becomes a new gun and must be shipped to an FFL who will DROS it to you with a 10 day wait. You are screwed if the "new" gun is not on the roster or an AW which can't be sold to you - then you have lost your gun. I know if Ruger can't send one back they give you credit toward one that can be sold here.

              AWs are special

              if they replace the frame with one with the same serial number, it's legally the same gun and can be shipped back to your door (but AW stuff changes that)

                doubtful, otherwise you could never disassemble your firearm for cleaning..

                e.g., you could never take the upper off an AR and put a different one on it (or even the same one)

                  If it is a registered so-called a-salt weapon, then it still is regardless of what you do unless you un-register it. Now, someone seeing just a lower is not going to know unless they have the ability to check the official list of registered weapons.

                  All taking it apart would do is to make is less noticeable.

                    Bill Wiese was told by DOJ (over a decade ago) that a RAW in non-AW configuration isn't an AW, and that he could put it in non-AW configuration to ship out/back for repair... but if possible I'd prefer not taking that risk.

                      Some of the recent info from the CA DOJ indicates that they don't consider it a so-called a-salt weapon if it is taken apart. The issue that I see is that it is still listed by Make/Model/Serial number on their list.
