I got a couple 9mm dedicated stripped receivers from a guy in texas. how would i log them into my book as a pistol lower or rifle lower? i normally just put stripped lower but since CFLC website only gives you two options pistol or long gun id say long gun on the shipment verification

My guess would be if he manufactured/logged them as pistol then they would be pistol and and if not then they would be long gun correct?

well how would you log them if you were to ship to another dealer in CA and were filling out your CFLC shipment notification? I personally would do long gun

As defined by the ATF, a “pistol” is a weapon originally designed, made, and intended to fire a projectile from one or more barrels when held in one hand and having (a) a chamber as an integral part of, or permanently aligned with, the bore; and (b) a short stock designed to be gripped by one hand and at an angle to and extending below the line of the bore. An AR pistol is composed of an AR 15 type rifle receiver that has never been barreled and/or stocked as a rifle action. Unlike the short barreled rifle, an AR 15 pistol does not fall under the definition of a title II weapon, and therefore does not require a tax stamp. A receiver that has been previously completed in a rifle configuration is classified by the ATF as a short barreled rifle. In order to prove that a receiver has never been completed in a rifle configuration, you need to obtain certification from the receiver manufacturer. Furthermore make sure your dealer does not describe the receiver as “rifle” on ATF form 4473, the form that is mandatory for a dealer to fill out at the time of purchase.

Huh? It is a receiver period. Any lower is just a lower and can be built into anything, but if it is first made into a long gun, it can not be made into a handgun.

There is no barrel, so no caliber. N/A is what I would mark it as.

If you have a receiver and it is marked .223, but the person puts it together after they buy it as a .22LR, what was it when you transferred it?

I agree with you. However weve been told twice by two different inspectors that ATF wants it this way. It still gets 4473d as a receiver and they obviously change it to whatever they want. You could say the same thing for the .38 super conversion kits on pistols too? Our inspector told us that if they were to pick up that receiver off the ground what does it say? Multi or 9mm or 5.56.....just doing what we've been told to do.

I have not been told that. Also, I know IOIs who have said false things. I should ask one that I trust.

To be clear, I agree with Kemasa, I don't see how a receiver can have a caliber for ATF (Obviously NO caliber info goes on the DROS for a receiver) However, I'm just doing what we've been told to do by the ATF inspectors HERE, do what you are told to do in your area with your inspectors, as Kemasa said, theres bad intel out there from IOI's. Just be careful, we'll keep doing it our way here, we've even argued this point and have been told to do it as we described.
