Anyone transferring them right now? They are not supposed to be AWs, but in the proposed regulations they got swept up.

I have a customer that wants to sell his to a friend, but I'm unclear if I'm going to cause problems doing this. Had the proposed regulations never been released I wouldn't be worried. Is anyone transferring these right now?

The penal code is the law. The new penal code changed NOTHING with shotguns. Sell away and do the transfer. On top of the above, the *proposed* regulations were not approved and have no legal weight, however even if they were; the part where they claim shotgun law was changed was incorrect and had no legal support. * I am not an FFL, however I have read the new penal code and proposed regulations.
* edit: worse case have them disassemble it so it's not functioning and have the buyer take the parts. Then it can't even qualify as a newly classified "AW" under the same DOJ *proposed* regulations

So its an assault weapon and cant transfer it. The seller is stuck with it or he has to sell it out of state.

Define detachable magazine in this context. Pre 2017 a mag lock = fixed magazine for shotguns and rifles.
