    LEO Off-Roster Orders

    I have a question about ordering an off-roster pistol for a local LEO with a letter from his department head. It's an M&P40 15-round model.

    Do I need a High Capacity Magazine license along with my FFL to have that shipped to me? One of my distributors suggested I do, while another said he wasn't sure.

    After doing a little research, I understand that I need to apply for the Large Capacity Permit in order to receive any off-roster firearms that exceed the 10-round limit.

        The off-roster does not make any difference.

        You need a so-called high capacity magazine permit if you want to be able to legally receive any so-called high capacity magazines regardless of whether the firearm is on the roster or not..
