Not semi-auto, not center-fire, so it is not a problem unless and until you put an upper on it.

If it is just a lower it is no problem. You could be putting a .22 upper on it. That being said we will still have you sign the form that says you understand the AW laws have changed

Receivers are receivers and never required a BB. Now, an irrelevant part, but still attached to the firearm just means it has something on it that was never necessary in the first place.
