Basically.....what is the step by step process for DROSing a C&R long gun to an 03FFL/COE holder?

I am butting heads with a gun shop owner who is insisting that I need a CL number to buy this gun from him. It is a C&R .22 rifle. He seems to think that it is a "dealer transfer".
I called DOJ and they confirmed that I don't need a CL number, and the shop owner is full of BS.
My issue is, how do I get that across to this guy? Can I get somebody at DOJ to set him straight?

You're going to have to call the DOJ on speakerphone while you are in the shop.

But that may not be good enough.

Ultimately, it is his business and not all FFLs are aware of or recognize the exemption.

Really your only option if you've already explained it to him is to find another FFL, or if you really like the rifle, live with the 10 day wait.

The reason he is confused is the DROS has added a new screen. There is now a C&R long gun sale screen. When they get to the waiting period pull down they select collector. He will then get a window to input your COE number. When they submit it the screen will show pending but have the deliver option available. Make sure they click deliver and have you sign and thumbprint the DROS'
