I am trying to purchase a Ruger Mini 14 Tactical from an out of state vendor. I have been told by the vendor (Tombstone Tactical) that they can't just remove the flash hider and 20 round mags before shipping because that would be "manufacturing" which requires a special FFL license. I have also been told by a local Cali. based FFL that they cannot receive the rifle in factory condition and then remove the non-compliant items before transfer. Is any of this info accurate?

The latter is true. CA dealers cannot modify firearms into Compliance. Removing a flashhider is not "manufacturing"sigpic

It amazes me that a FFL would think that taking off a flash suppressor would be manufacturing. I guess it is better to be safe than sorry, but ...Kemasa.

Thanks for all the responses. Very helpful and provided the answers I expected. I will contact EBR Works to see if they can make this happen. FYI I encountered the same policy from 3 different out of state vendors so I assumed there might be something to it.
