I bought a AK Draco few years ago as a single shot exemption, can I still sell it today as a single shot exemption to a PPT? Since it started life as one?

You can sell it but only if it fits the new definition of fixed magazine. You would have to disassemble the action to remove the magazine.NRA Lifer
