This is not a question to ask right now.

We are all waiting for regulations and more clarification on if the new devices meet the new laws.

But to make the answer simple it is a YES. Even NON LEO can purchase an AR Pistol in 2017 pending understandings of the law.

Magazine outside of the pistol grip meets AW definitions. But as said, we need clarification from the legal beagles before we start giving out premature advice on calguns.
