C&R and COE 1 in 30 day exemption

    C&R and COE 1 in 30 day exemption

    Has any of you FFL dealers processed a transfer for someone using their C&R and COE to buy more than one modern handgun within 30 days lately? My go to FFL guy used to do it for me but says he can't anymore because of what DOJ told him. I thought it was legal to do it but the DOJ does not allow it some how?

    The letter of the law allows it to apply to any handgun, but Bill Lockyer issued a memo many years ago where he casually added "for C&R handguns" to the legislative quote, and the DOJ has interpreted and enforced it as such.

    So yes, the law is on our side, but the DOJ is not and will deny the 2nd purchase.

      CA DOJ underground regulation prohibiting the C&R exemption to the 1 in 30 day wait from being using on non-C&R handguns.

        I heard from another FFL that what the CA DOJ tries to do is to get the FFL to agree to cancelling the DROS, but won't cancel it if the FFL pushes back and refuses. I am not sure if that is still the case or not though.
