    Use of California Permit for Exposed Firearm (Guard)

    Can I use a permit issued by the State of Calif. / Bureau of Security and Investigative Services (aka guard gun card) as:
    1. Secondary ID with residence address
    2. Exemption to FSC (not shown on drop down)

    My customer swears he's used the permit at other stores in lieu of a FSC but I don't see it on the DROS online format.

      I recently just used this method to purchase.
      1) Yes.
      2) I was required to use both the guard card and the exposed firearms permit in order to do the FSC Exemption.

        31700.

        (a) The following persons, properly identified, are exempted from the firearm safety certificate requirement in subdivision (a) of Section 31615:

        And the whole section applies to uniformed guards messengers, private patrol operators, security guards, et al.

        So, guard card presumably makes one in the 26030(a) category, and exposed firearms permit would be what (d) asks for. Both pieces are required.

            That was the problem, I couldn't find a category that seemed to be a match on the exemption drop down list with processing his DROS.

               Particular and Limited Authority Peace Officers Exemption Code: X91; Authorized by Penal Code section 31700, subdivision (a)(11) The following persons who have completed a P.O.S.T approved regular course in firearms training: 1. Patrol special police officers appointed by the police commission of any city or County under the express terms of its charter; 2. Animal control officers or zookeepers; 3. Animal humane officers; 4. Harbor police officers;

              The following persons who have a certificate issued by the Department of Consumer Affairs pursuant to Penal Code section 25850, subdivision (a): 1. Guards of messengers of common carriers, banks and other financial institutions; 2. Guards of contact carriers operating armored vehicles; 3. Private investigators and private patrol operators licensed pursuant to Chapter 11.5 of Division 3 of the Business and Professions Code; 4. Alarm company operators licensed pursuant to Chapter 11.6 of Division 3 of the Business and Professions Code; or 5. Uniformed security guards or night watch persons.

              Anytime I have purchased a rifle or pistol, this is what has been used.

                  Make sure both cards are valid. I assumed once that the cards were issued together...they are not. The exposed carry was valid but the guard card was expired by two days. DOJ slapped my hand when they found it in an audit.

                        Looks like everyone covered the bases.

                        I used my exposed permit as a secondary proof of address a while ago for a purchase but it wasn't accepted in lieu of my FSC.

                        Like Condor said, make sure the exposed permit and guard card are both valid.
                        Preferably expiring around the same time because they aren't issued together.

                        Once that guard card expires the exposed permit is worthless no matter what the expiration date it.
