Which FFL do I need? State license?

I have a machine shop in California and I intend to make and sell titanium slides and other titanium parts for Glock handguns to reduce the total weight for concealed use etc. I know that selling these parts aren't regulated but I need to be able to buy and fire Gen 4 models that aren't on our approved list in CA to do durability testing and to develop and test custom springs etc. I'll need to continue acquiring guns like that to be able to stay up with new models. Questions:

    1) Which FFL should I get, knowing that I will not likely be selling the guns to retail customers, just FFL's.

    2) If I plan to only sell the guns to other FFL's as used guns, do I need to get licensed with the state as a dealer?

    Thanks

Second this. ITAR is one thing that people miss. It's not just about importing and exporting. The state dept wants to know who is making firearm parts.

ATF would be a good place to start. They can be helpful... sometimes. Selling firearms, even to dealers, will require at least an 01.

The ITAR/DDTC fee requirement is presently being reviewed by the State Dept. as to whether it pertains to "gunsmiths". It would appear apply to what you are suggesting you would be doing in your manufacturing business.
